If "open access" is an area of interest for you, you should definitely be aware of the Open Access Webliography (which was recently updated).  Curious about what open access is?  I think this site describes it well, and simply: "[T]he goal of the open access movement is to make scholarly articles
freely available in digital form worldwide with minimal restrictions on
their use."  The site gives a wonderful list of tools, sites, discussion forums, and more — all dedicated to the discussion of the open access movement.
