From Aaron at Walking Paper, a Hierarchy of Needs for technology at libraries.  I think this is a great idea–and something that could be fleshed out and used to guide technology planning for both small and large libraries.  We all like things to be arranged in neat little graphs or patterns, and with this, you can say "Yes, we’re doing the first two levels–good for us!" and then move beyond that to plan for the future…
